Lithuanian experience in implementing the EU Association Agreement: how to build an effective information environment in Ukraine

LITHUANIAN SPEAKERS

Petras Auštrevičius is a member of European Parliament, serves as a Vice-chair of the Group of the Alliance of Liberals and Democrats for Europe at the European Parliament. Mr Auštrevičius currently works at the Committee on Foreign Affairs and the Subcommittee on Human Rights. He serves as Chair of the Informal Group of Friends of European Ukraine found by the European Parliament, Chair of the Delegation for relations with Afghanistan and Substitute of the Committee on Regional Development.
Former occupations – economist, Lithuanian Ambassador to Finland, Chief negotiator for Lithuanian accession to the European Union, member of the Seimas, Deputy Speaker of the Seimas (long-term member of the Seimas Committee on Foreign Affairs and Vice-chair of the Seimas Committee on European Affairs, member, Vice-Chair, Chair of Seimas delegation to the NATO Parliamentary Assembly).
Dr. Nerijus Maliukevičius is a lecturer and scientific researcher at Vilnius University Institute of International Relations and Political Science. Heis the leading expert in information warfare, intercultural communication and conflict management as well as Russian studies. His PhD thesis was about the potential and spread of Russian informational geopolitics in Lithuania. He is the author of two books about Russian information warfare strategies. In 2007 he was a co-author of national study on Lithuanian geo-cultural values – “Between East and West: Lithuanian geo-cultural values survey” (ed. Ainė Ramonaitė, CIVITAS, Vilnius). In 2010 he was a co-author of international research “The humanitarian dimension of Russian foreign policy toward Georgia, Moldova, Ukraine, and the Baltic States” (ed. G. Pelenens, Centre for East European Policy Studies, Riga). In 2014 he was a co-author of another international research, which was conducted by Swedish Defense Research Agency (FOI) – “Tools of Destabilization: Russian Soft Power and Non-military Influence in the Baltic States. (ed. Mike Winnerstig, www.foi.se).
Audronius Ažubalis is a Deputy Chairman of the Committee on Foreign Affairs of the Seimas of the Republic of Lithuania. He became a Member of theSeimas1996–2000, and was re-elected in 2004, 2008, and 2012. He was a constant member to NATO parliamentary assembly. Mr. Ažubalis represents the Homeland Union – Lithuanian Christian Democrats, Lithuania’s conservative party and part of theEuropean People’s Party. 2010-2012 he served as Lithuania’s Minister of Foreign Affairs and in 2011 as a Chairperson-in-Office of the OSCE (Organization for Security and Co-operation in Europe).
Vykintas Pugačiauskasas a senior international news editor is responsible for the coverage of worldwide events at Lithuaninan Radio and Television, Lithuania’s public national broadcaster. He has joined LRT in 1997 and has been reporting from across the world as well as presenting international news programmes. He is also a commentator on foreign news in the Lithuanian media. Between 2011 and 2014 he had moved away from journalism and was a member of the Lithuanian diplomatic service, working in Brussels as a spokesman of the Lithuanian Permanent Representation and Presidency of the EU Council. He has also been lecturing political sociology at Vilnius University.

UKRAINIAN SPEAKERS

Markiyan Malskyy – Ambassador Extraordinary and Plenipotentiary of Ukraine, Head of the Department of International Relations and Diplomatic Protocol
Markiyan Malskyy is a Ukrainian diplomat, Professor, Doctor of Economics, Head of the Department of International Relations and Diplomatic Protocol of the Ivan Franko National University of Lviv. He is an author of more than 150 scientific publications in the field of International Relations and International Economics.
Since 1992, Markiyan Malskyy has been a founder and a Dean of Faculty of International Relations of Ivan Franko National University of Lviv. Since 1993 – a Director of “Baltic University” Project (Lviv – Uppsala, Sweden). From 1998 to 2000 Markiyan was a Guest Lecturer at the Geneva Centre for Security Policy (Switzerland). From 1992 to 2002 – Lecturer, guest professor at the universities in the UK, Canada, Germany, Poland, USA, Switzerland, Sweden. In 1996, Markiyan Malskyy was a participant of a “Peace Studies and Conflict Resolution” Program for diplomats and scholars (Ministry of Foreign Affairs of Sweden, Uppsala, Sweden). Markiyan is a member of numerous Specialized academic councils on theses defense in economics, geography, political science. Since 1994, he has been an editor of the Bulletin of the Lviv National University, a series of International Relations.
From 26.07.2010–03.19.2014 Markiyan Malskyy served as Extraordinary and Plenipotentiary Ambassador of Ukraine to Poland. In April 2014, he was awarded with The Commander’s Cross the Order of Merit for Services to Polandby a decision of the Polish President Bronislav Komorovsky.
Vyacheslav Voynarovskiy – Ukraine’s MFA representative in Lviv
Vyacheslav Voynarovskiy works as a Representative of Ministry of Foreign Affairs of Ukraine in Lviv region. He is a career diplomat. Vyacheslav graduated fromthe Ivan Franko National University of Lviv. He worked as a leading specialist of Organizational Department and a consultant of Deputy Chair of the Secretariat of Lviv Regional State Administration (LRSA). Afterwards, Vyacheslav worked at the Department for Information Protection Management of Ukraine’s Ministry of Foreign Affairs. During 1998–2002 Vyacheslav Voynarovskiy was an employee of the Department of Human Recourses Management and academic institutions of Ukraine’s Ministry of Foreign Affairs. Since January 2002, Vyacheslav Voynarovskiy has served as aRepresentative of Ministry of Foreign Affairs of Ukraine in Lviv.
Igor Izhnin – Associate professor, Faculty of International Relations, Ivan Franko National University of Lviv, Ukraine
Ivan Franko National University of Lviv, Ukraine
Igor works as associate professor at the Department of International Relations, Ivan Franko National University of Lviv. He contributes to the development and teaching such courses as Information and Analytical Activity in International Relations, Theory of Communication, Public Relations, International Conflicts. Besides, Igor Izhnin is the vice-dean of the Faculty of International Relations.
In 1999 Igor Izhnin graduated from the International relations department of the Ivan Franko National University of Lviv. In 2000 he finished master program in International relations and in 2004 got PhD in political sciences.
Taras Byk – Program Research Analyst, International Republican Institute in Ukraine (Kyiv)
Taras works as a Program research analyst at the International Republican Institute and contributes to the development of the civil society sector as well as strengthening reforms process in Ukraine. Besides, Taras is curator of Kyiv Hub of the Global Shapers community. During 2003-2006, Taras was a journalist and head of the world news department at the “Lvivska Gazeta” newspaper. From 2006 to 2009 he worked at the Secretariat of the President of Ukraine and afterwards was a trainee at the European Commission. In 2005, Taras Byk graduated from the International relations department of the Ivan Franko National University of Lviv. He spent one academic year at the Queen Mary College, University of London, studying International Law, Law of the EU and Human Rights Law.

Borys Potyatynyk – Prof., Chair of New Media Department of Journalism Faculty, Ivan Franko National University of Lviv
Borys Potyatynyk is an editor in chief of On-Line Media Criticism Journal www.mediakrytyka.info. He is also a Member of Editorial Board of EME – Exploration in Media Ecology, The Journal of Media Ecology Association (International Scholarly Journal).In 2014 he was a Visiting Professor at Jagiellonian University, Kraków, Poland. In 1999–2000, Borys studied at University of Iowa, USA, Fulbright Scholar. Currently Borys Potyatynyk is a Course Lecturer on Media Criticism, Introduction to Internet Journalism, Media Philosophy, New Media Criticism.
Michael R. Druckman – Resident Country Director, Ukraine International Republican Institute
Michael Druckman serves as the International Republican Institute’s (IRI) Ukraine Resident Country Director where he oversees and implements IRI’s nationwide political party and local governance support programs through its two offices in Kyiv and Dnipropetrovsk. He has worked in Ukraine with IRI since 2010 managing a variety of programs focused on delivering reliable survey research to Ukraine’s political parties, increasing democratic municipal governance reforms, strengthening grass roots civic organization, building local political party branch capacity and supporting the Crimean Tatar community. Druckman previously worked in IRI’s Washington, D.C. headquarters from 2006 through 2008 supporting IRI’s survey research and political party programs in the South Caucus countries of Armenia, Azerbaijan and Georgia. From 2003 – 2005 he served as a United States Peace Corps Volunteer in Turkmenistan where he worked in the headquarters of the Turkmenistan Red Cross. He received his Bachelor of Arts in Political Science with honors from Providence College in Providence, Rhode Island and later went on to receive an MBA from the George Washington University in Washington, D.C.
